No it doesn't. B means you're very good at it as a second position. C is pretty good. D is slightly above-average.

I haven't really seen much difference in an A vs. a C at a position between two different person, but my educated guess is it depends more on the regular abilities of the player than the positional rating.

Done some research since I posted this, speed seems to stay the same wether it's a G or an A. Arm strength appears to be the same way. I'm assuming this is because speed and arm strength are intangibles that shouldnt be affected by position IRL. Fielding and E Res have a dropoff that is not really noticeable until a D or E rating at a position.
