i think it may be when working at the Ducks, i think its a hot dog, but i am not sure, since i dont work there ever

Yes, it's the hot dog place.

Ben appears at the street when you need to trigger the event. Work at the Ducks at least once (not just the first time), then watch for Ben at the street.

Incidentally, this combines with other events as the only way to complete Patty's storyline.
