So, last night, the new Collective Bargaining Agreement for MLB was announced and confirmed. I'll list off some of the key points of this, along with what I think are a pro(s) and con(s) of the deal, and tell me what you guys think!

Some of this OP comes from Grant Brisbee's article rating the new CBA guidelines, found here.

1. The disabled list shortened from 15 days to 10 days.

Pro: It will allow teams to make quicker decisions on whether or not to bring up a replacement from AAA.
Con: Players may be rushed back quicker, but that's all I can think of.

2. No more World Series home-field advantage at All-Star Game

Pros: Team with better record will get home-field advantage, players will play for pool of money, allows for creativity for All-Star teams (such as USA vs. World, like the Futures Game)
Con: Royals fans will STILL try to vote for Omar Infante and give Ian Kinsler the shaft again.

3. Changes to Draft Pick Compensations

Pros: Teams won't lose first round pick anymore,
Cons: Doesn't start right away, overly complicated, teams lose int'l bonus money, hurts small-market teams

4. Potential regular season games outside of U.S.

Pros: Exposure for MLB around the world, brings baseball to potential new locations, scouting out just where to put that next expansion team
Cons: No word on when it will happen, not enough detail

5. Changes to luxury tax threshold

Pros: Affects the richest of the rich teams, and the threshold increases every season up to $210M.
Cons: Still basically a salary cap, may hurt some teams more than others.

6. International spending cap

Pro: Teams won't be able to go bananas in International FA spending, giving other teams a possible chance.
Cons: International players won't be paid fair market value, small market teams can't spend as much.

And a lot of other stuff, including the A's being phased out of revenue sharing, new players banned from using smokeless tobacco, a small rise in the minimum salary, and SHOHEI OTANI CAN'T COME TO MLB UNTIL 2019. BOOOOO.

1. The disabled list shortened from 15 days to 10 days.
Gives more flexability, but the 15 Day DL was 3 starts for a minor league starter, I would want more options because its only 10 days. 10 days is only a week and for two weeks for 14 days which is 15 days.
2. No more World Series home-field advantage at All-Star Game
Now, I don't have to watch the All-Star Game.
3. Changes to Draft Pick Compensations
I hate this. I really do. This hurts teams like the Royals which won't get anything for having some top players to free agency.
4. Potential regular season games outside of U.S.
All games should be in America, kills tickets. There's also not enough stuff about this, so I don't really see it. MLB is everywhere, Baseball is everywhere. We saw it this year in the qualifying for WBC.
5. Changes to luxury tax threshold
Puts the top 5, Cubs, Yanks, Dodgers, Red Sox, Tigers, in a spot where it's not hard to get out. I don't see it as a salary cap as most of that money doesn't even go the players. Also teams like the Yanks, Red Sox, and Cubs seriously don't care about being over either.
6. International spending cap
This lets more team on spending. I know players will want a lot and the INT FA is not the greatest, all minor league deals and are fun to watch. It has a 3 mil cap and is working a little bit too slow, but teams should be able to get atleast a player if they really want him without going over the 5-6 mil cap.

first of all, does the draft pick compensation really hurt "small market teams"? I mean, in the case where you developed and drafted the guy, and only got ~7 seasons out of him at a reduced rate (3+ at LEAGUE MIN fer crying out loud). then maaaaybe you have an argument. With all these teams delaying the start clock for 2 or 3 weeks (Kris Bryant just wasn't ready, lol) is it REALLY that harmful, comparatively?

But a lot of the "qualifying offer" stuff hasn't been for homegrown talent. Its for guys that were signed in FA. Let's take a look at the QO guys this season:

10 guys. How many were drafted/developed by their club? 1. Kenley Jansen. Those small market Dodgers! Losing end of the stick huh?!?

Most of the QO guys have at LEAST been traded a few times, allowing their home team to get the value it so richly deserves. And a lot of them are on the other side of 30. Joey Bats? E5? Hellickson?

The QO and draft compensation thing long ago stopped helping the drafting/developing, small market club. Instead it was used as leverage, a way to hamper a player's market and get value when they leave. The big teams profit from it, and small clubs aren't even in the picture.

PLUS - all that changes is, it's a 3rd + 5th rounder instead of a 1st (or 2nd if protected). You STILL get compensation - heck, TWO picks instead of one. Less value, sure, but...much more equitable.

I think the small market argument is a farce.

They have how many players to get future QO, let's see maybe 4, with Danny Duffy, Hosmer, Cain, and either Dyson/Mustakas(If Mustakas has a great year, you might get that QO)
So let's see, they'd resign probably one of them and I would say they would get 3 first rounders. Yeah if I had 3 3rd round picks and 3 5th round picks when you could have gotten 3 first rounders.
Another team, the Phils.
Hellickson, well I don't know if he's elgible, would get a third and a fifth.
The Rockies will lose Cargo next year. He would be for a third and a fifth. Definently.
So yeah, losing that first rounder is crazy especially for those little teams with big guys with a year

I am starting to get on your side about it not affecting teams.
A third and a fifth round may not be great, but I'd say you are probably right about this.
