Does anyone know if the College Kings Series teams player's abilities chang from year 2 to year 3?

Normally you don't play the same team twice except for the Championship Rings and the World Gathers

I know but if you play the Wild Pigs in year 2 and then in year 3 with your next player will their stats be more developed in year 3?

You either play pigs in 2nd year or the commanders in 2nd. You will not play similar teams for 2 straight years.

What I was curious about was do the Wild Pigs and Commanders have more advanced stats like the World Gatherings and Champion Rings if you play them in year 3 as opposed to year 2. And yes their stats are better.
