I haven't done a heavy amount of experimentation, but I think the salary is most influenced by having "star" and by having a lot of blue abilities. It seems like some of my players that had good stats but not many abilities didn't cost nearly as much.

I thought so too, but that 2nd baseman only had a few blue abilities and was already in a middle end. Perhaps power hitter raises it a bit?

Still, cheap success guys stand no chance against players with 380 point salaries preloaded into the game. You could probably still get a good deal on an ace though, because there are only a few cheap pitchers that are really effective without any training.

Star might be worth 1500 in salary because Sifu has every pitching ability possible but doesn't have star and costs 13500 where the max is 15000
