I've heard that the lower your arm strength, the more likely you'll miss the thief and get Throwing 2. Is this true? And in what range should your arm strength be if you're trying to get it

For throwing 2 that is true. The lower your arm strength is the better as it will increase the probability that you'll miss the thief and hence throwing 2. The best range for throwing strength is 1-3, but I have gotten it at 5. Be prepared though it will take a while to save/load to get the ability.
