The only change that I can see is there is a different secretary!
Things are quite a bit different. There are not as many good ability players as there used to be. It is hard to find someone with all B's or the occasional A. Seems to be a little more balanced, to be sure.
They still don't tell you 'who improved' or 'trade details' when things come up in the schedule sim mode. However, the sim mode moves VERY fast now. I can sim a season in less than 10 minutes I would guess.
Abilities don't seem to translate directly into stats like they did last year. I have some double 'e' players (contact and power) hitting 20 HR's and batting .340. It used to be that wouldn't happen unless they had ungodly speed.
As far as expansion is concerned:Pitching is a lot easier to come by this year. Nearly every pitcher in the draft was worth something. Every team will trade you pitchers, even for poor, day to day players.
Day to day players, on the other hand, all suck. The only difference is that now you will get an occasional 'c' power player (I had 3 on my first expansion team), whereas last year, you were lucky to find a 'c' power rookie. Everyone has a lot of 'e' and 'f' ratings.
I have yet to see a player with a speed higher than 'd'. I've had some practiced up to 'b', but last year I could find a b speed in the draft easy.
Catchers suck as well. Last year, you would start with 4 catchers, and you could convert them to play your infield becuase they had such great stats. This year, the catchers suck just as bad as anyone else.
ALL of the day-to-day players in the draft SUCK. BAD.
There are considerably more useful FA's to sign at the very beginning.
